Penn State Student Killed During Robbery Attempt
The arrest stems from the fatal shooting of William “Billy” Schmidt, 22, a Penn State University student, who was killed during an attempted robbery in South Philadelphia in the early hours of June 6.
According to Philadelphia police, Schmidt was walking home after watching the NBA Finals with friends when two teenagers allegedly stole his mobile phone.
Surveillance footage reviewed by investigators reportedly shows Schmidt chasing the suspects in an attempt to recover his phone. Moments later, a gunshot was heard, and Schmidt was struck in the chest.
Emergency responders transported him to a nearby hospital, where he was pronounced dead shortly after arrival.
Murder Charges Filed
Philadelphia police said Outen-Fleming now faces murder and related criminal charges in connection with the fatal shooting.
Authorities also issued an arrest warrant for a second 16-year-old suspect, Kaiseem Smith, who remains on the run. Investigators have described Smith as armed and dangerous and are urging the public not to approach him.
Law enforcement agencies, including the U.S. Marshals Service, continue to search for Smith and have offered a reward for information leading to his arrest.
Family Mourns Student’s Death
Schmidt was studying Digital Journalism and Media through Penn State University’s World Campus.
His father, Bill Schmidt, described his son as a kind and caring young man who rarely sought confrontation.
“He was a really good person who cared about everybody and never hurt or bothered a soul,” his father said following the tragedy.
Family members later recovered Schmidt’s mobile phone from beneath a parked vehicle and handed it over to investigators as evidence.
